Sinds 1815 wordt ons land systematisch topografisch in kaart gebracht. Aanvankelijk gebeurde dat door het Topographisch Bureau. Vanaf 1868 zette het Bureau de activiteiten voort onder de naam Topographische Inrichting en vervolgens Topografische Dienst (in 1932). Die dienst werd in 2004 ondergebracht bij het Kadaster. Bij een wijziging in de organisatie in 2010 werd een groot aantal Nederlandse en buitenlandse topografische kaarten ondergebracht bij de kaartenverzameling van de Bijzondere Collecties. Al eerder bleek de ‘TopDienst’-collectie uniek materiaal te bevatten, zoals twee reeds lang verloren gewaande bladen van de zgn. Ferraris-kaart. Bij recente inventarisaties zijn opnieuw enkele kaarten aangetroffen die de moeite van het signaleren waard zijn.

Van de Gemeentenkaart zijn talrijke versies en exemplaren bekend. Op deze kaart geven plaatsstippen aan waar de gemeentesecretarie is gevestigd. Het gaat in de eerste plaats om weergave van het grondgebied dat een gemeente omvat. Soms hebben varianten van de kaart een min of meer eigen onderwerp of thematisering. Zo werd in 1886 een Gemeentenkaart gemaakt met ‘… aanduiding van de plaats, waar de zetel van het gemeentebestuur (gemeentehuis of secretarie) is gevestigd, de spoor- en tramwegen, alsmede de telegraphische en telephonische verbindingen’. Betrekkelijk kort na de Tweede Wereldoorlog, in 1952, werd een Gemeentenkaart gepubliceerd met daarop aangegeven de ‘kringindeling’ der B.B.: de Bescherming Bevolking. Op de hier afgebeelde Gemeentenkaart uit 1954 is moeilijk te zien of de kleuren nu gedrukt zijn, of met de hand aangebracht – maar fraai is hij wel. De kleuren dienen alleen om de gemeenten van elkaar te kunnen onderscheiden – in principe moet dat met vier kleuren kunnen, maar hier zijn er zes gebruikt. Waarom de kaart niet af is en toch in de collectie werd opgenomen is niet duidelijk. Deze Gemeentenkaart is geproduceerd door de Topografische Dienst, dat toen ressorteerde onder het Ministerie van Oorlog. Het Ministerie van Oorlog ging in 1959 op in het Ministerie van Defensie – wat meteen heel anders klinkt. Ook in dat soort opzichten is elk document een getuige in de tijd.
