Politieke kaarten

Natuurlijk zijn de inrichting van het politieke landschap en de verdeling van het land in kiesdistricten bij uitstek geschikt om weer te geven in de vorm van kaarten. Naar aanleiding van de Tweede Kamerverkiezingen op 15 maart 2017 zijn er een paar uitgelicht.

Opvallend aan de Kaart van kiesdistricten in Nederland is niet zozeer de kaart en evenmin de kiesdistricten zelf. Nee: het zijn de reclames eromheen, van de Bodega Continental Company, een internationale handel in alcoholhoudende dranken. Reclames als deze maken duidelijk dat er voor een dergelijke kaart ruim 100 jaar geleden een behoorlijk bereik was, heel anders dan nu. Dit blijkt trouwens ook uit het feit dat er bij de Bijzondere Collecties nog twee exemplaren van deze kaart voorhanden zijn, beide met een ander uiterlijk. Er werd dus ook nog eens met varianten gewerkt.

Een ander geval is de kaart van de ‘Politieke gezindte’ uit 1963. Onmiddellijk blijkt de kracht van het medium ‘kaart’. In een oogopslag is duidelijk hoe de verschillende politieke overtuigingen in ons land regionaal verspreid zijn. Opnieuw is het verleidelijk ook even de vergelijking te maken met de actualiteit: in 1963 ging ruim vijftig procent van de stemmen naar Christelijk georiënteerde partijen. Dat zijn cijfers die nu ondenkbaar zijn. Deze kaart is overigens afkomstig uit de Atlas van Nederland. Deze kolossale atlas, losbladig en daardoor makkelijk aan te vullen en / of up to date te houden, is voor het eerst verschenen in 1963. Alle mogelijke denkbare informatie betreffende ons land wordt in dit ambitieuze naslagwerk in kaartvorm gepresenteerd, onder verantwoordelijkheid van de Stichting Wetenschappelijke Atlas van Nederland. In de jaren ’80 verscheen een tweede editie, die bescheidener was van opzet.

Dat een onderwerp als dit in het buitenland anders wordt aangepakt blijkt uit de kaart van Groot Brittannië, die in de aanloop naar de verkiezingen in 1997 werd gepubliceerd in het dagblad The observer. De toon in deze linksliberale krant is naar Nederlandse begrippen wonderlijk en zonder terughouding ‘partijdig’. Zie bv. waar gesproken wordt van ‘High risk of Tory seat’. Evenzeer spreekt door dit alles de typisch Britse humor die altijd relativeert.

Op de achterkant van de kaart is een tekening afgedrukt die moet worden afgemaakt door genummerde puntjes met lijnen te verbinden. Dan komen ongetwijfeld de gezichten van prominente politici uit die dagen in beeld. De krant noemt dit ‘a game for grown ups’. Uiteraard kan vóór dat de tekening wordt gemaakt worden gegokt op de uitkomst: van wie komen de gezichten te voorschijn als het tekenspelletje is voltooid?
